Service Description: This layer combines the formerly seperate individual layers into one. When the water and sewer systems were built, Thurston County worked with local property owners to identify which areas would be served by the systems. A payment-for-access boundary was drawn, and all properties within the boundaries were assessed to pay for construction of pipelines. This boundary is referred to as the "Utility Local Improvement District" (ULID). Done on 30 JAN 2015 by KLB
